NurseCETracker

As of October 2026, 43 jurisdictions have enacted the Nurse Licensure Compact and 40 have fully implemented it. Guam is partially implemented, and Massachusetts and the U.S. Virgin Islands have enacted the NLC but are not live yet. Source: NCSBN NLC map.

Full NLC states (40 of the 50 states + DC)

Guam is also an NLC member but only partially implemented: visiting compact nurses may practice there, but residents can't get a multistate license yet.

Enacted, awaiting implementation

  • Massachusetts: multistate licenses not valid there yet
  • U.S. Virgin Islands

Not in the compact

How the compact works

  • A multistate license from your primary state of residence lets you practice in every other implemented compact state.
  • Whose CE rules apply? Your home (issuing) state's. Louisiana and Florida, for example, say multistate holders follow the issuing state's requirements.
  • Moving? If you move to another compact state, apply for a license there within 60 days.
  • Non-compact states need their own license and their own CE.
